Proposed resolution: In the case of language tags and other such closed lists, DIS29500 should be extended to replace closed lists with open lists that can accept values of existing standards (e.g. ST_Lang should reference BCP47 for language tags). Other closed lists should also be studied to consider opening their values to existing standards.
