This section should clarify:
a) the string encoding for the null-terminated case
b) how long and GUID values are base64-binary encoded including byte ordering considerations
c) the use of this data type with one or more examples
d) the positive value case since it is unclear reading the text that this actually represents the length of the string and not the string itself
e) That the string encoding value can be used for clipboard formats for other platforms.

The content of this section is hard to understand and too terse.
