Additional Comment: Section 2.1 "Goal", as well as Section 2.2 "Issues"describes the goal of this Section 2 and does not prescribe implementable behavior, and thus is not properly described as "normative" - but there should be no confusion in any implementer’s reading as to whether this Section 2 is "normative" with respect to an implementation of the specification. There is no reason to make such a change.
