Empty ProcessContent attributes only add clutter in conformant documents (since there processing is neutral). They should be precluded by the specification, or at least discouraged (canonicity).
Forbid (preferred) or discourage the use of empty ProcessContent attributes.

When a markup consumer encounters such a value, it shall proceed as if the ProcessContent attribute was not provided.
