It is not relavant if the XML can be handled by certain validators but whether or not the XML is valid.
it does read like a bug in the parsers rather than an issue with the XML, but I would like to get clarification on this. I am going to tag this as “needs further review” because depending on the answer it is either does not require fixing, or an issue of substance.
