The schema wml.xsd is too large.
Modularize this schema. In particular, when different parts have different root elements, different schemas should be provided.

Proposed Disposition of DIS 29500 Comment JP-0078 (Modified: 2008-01-04) We agree that the schemas provided with the DIS were inconsistent in this regard; in order to resolve the concerns raised by JP-0075, the schemas have been updated such that the elements, attributes, simple types, complex types, etc. defined by each namespace are provided in a single XML Schema file; we believe that this consistency provides the most appropriate format to facilitate the use of these files by implementers of the specification. For this reason, we believe that it is most appropriate that wml.xsd remain in its current form.
